Learning: Municipal Project Management
On March 19, 2025, representatives from the German states of Saxony, Saxony-Anhalt, and Thuringia met in person at the Smart City Lab in Leipzig to further develop the "Quality Training Program for Municipal Mobility Management" (QLKMM+). In a workshop, participants from the other states jointly developed concepts for municipalities, districts, and cities, based on the blueprint provided by the Federal Office for Building and Regional Planning (BBSR). The training program is scheduled to be hosted by the Thuringian Mobility Network (TMN) starting in 2026, which will assume responsibility for its implementation and further development. A key aspect of this meeting was the detailed elaboration of the program specifications to further refine the course content and the requirements for successful implementation.
Background: Effective municipal mobility management requires central coordination that fosters collaboration between departments and aligns individual project steps. The planned training course provides practical knowledge to establish mobility as a cross-departmental, cross-cutting issue and to develop sustainable solutions. The course aims to future-proof municipal action – both in urban and rural areas. This involves linking measures from the areas of infrastructure, traffic management, and communication. The greatest challenge lies in permanently integrating these approaches into administrative processes. Thuringia is in close contact with other German states in this regard.
