9. Social Media Usage Concept of the State Development Corporation of Thuringia (LEG Thüringen)
What are social networks (social media) and why does LEG Thüringen use them?
Social networks, or "social media," encompass a variety of digital technologies and media that allow users to connect, communicate, and exchange content. A few well-known providers are listed here as examples, but by no means an exhaustive list:
- Social networks (for example, Facebook)
- Photo and video networks (for example, YouTube)
- Mobile communities (for example, Instagram, Snapchat)
- Messenger services (for example, WhatsApp, Facebook Messenger)
These social media platforms have fundamentally changed and influenced the way many people communicate, making these information channels an integral part of their daily lives. Communication and information gathering have increasingly shifted from the "traditional" internet to social media platforms in recent years. A key difference, and simultaneously an advantage, of these social media platforms is their ability to facilitate dialogue and exchange between users, rather than just one-way communication.
The central management and further development of our social media offering is the responsibility of the Corporate Communications department.
Communication on social media platforms also requires rules, and LEG Thüringen, as the party responsible for the content, is obligated to regularly monitor compliance with certain rules of conduct. For exchanges via our communication channels, we expect that interactions on this page will be conducted with courtesy, respect, and mutual consideration.
- Insults, personal attacks, statements that violate the law, radical, sexist or racist posts will be deleted by us.
- The dissemination of political or religious messages has no place on this page, and we will delete any such posts.
- Posts containing self-promotion, third-party advertising, or commercial content will be deleted.
- Personal or personally identifiable information of others must not be published. We also advise caution when handling your own personal data.
What advantages does LEG Thüringen expect from using social media?
- Exchange and maintaining contact with citizens and interested parties
- A valuable communication tool in a crisis situation
- Cost-effective and direct access to the public
- Increasing brand awareness
- Announcement of the diverse services that LEG Thüringen offers on behalf of the Free State of Thuringia for a wide range of target groups.
- Improving the image
- Improved search engine visibility
- Reaching new target groups
- Strengthening Thuringia as a business location
- Presentation as a modern, family-friendly employer
- Join the conversation where everyone else is.
- Reaching specific target groups such as: citizens, digital natives, job seekers, companies/start-ups
What are the risks associated with using social networks/Facebook?
- Spying on privacy
- Disclosure of private data
- Denunciation
- Discrediting
- Bullying
- Harassment through advertising/spam
- Identity theft
- Internet fraud
- Rip-off
- Distribution of malware
- Phishing
Which social media channels does LEG Thüringen use?
The social media landscape is huge. Over 260 providers are listed in 25 categories (as of 2017).
We maintain online presences within social networks and platforms to inform and communicate with interested parties active there.
LEG Thüringen maintains its own presence on the following social media platforms:
- https://de.linkedin.com/company/leg-thüringen
- https://www.linkedin.com/showcase/thüringen-international
- https://www.linkedin.com/showcase/thaff
- https://www.linkedin.com/showcase/invest-in-thuringia
- https://www.linkedin.com/showcase/thueringer-clustermanagement
- https://www.instagram.com/leg_thueringen
- https://www.youtube.com/user/legthueringen
- https://de-de.facebook.com/thaff.thueringen
Please note that user data may be processed outside the European Union. This may pose risks for users, as it could make it more difficult to enforce their rights.
Furthermore, user data may also be processed for market research and advertising purposes. For example, user profiles can be created based on usage patterns and the resulting user interests. The processing of users' personal data is based on our legitimate interests in effectively informing and communicating with users, pursuant to Article 6(1)(f) of the GDPR. If users are asked by the respective providers for their consent to data processing (i.e., by giving their consent, for example, by ticking a checkbox or clicking a button), the legal basis for the processing is Article 6(1)(a) and Article 7 of the GDPR.
The following social networks are used by LEG Thüringen:
Facebook
Facebook allows users to create personal profiles, business pages (so-called fan pages) for commercial presentation, and groups for private discussions of shared interests. The operator of these pages is Facebook Inc., 1601 S. California Ave, Palo Alto, CA 94304, USA. Instead of using Facebook plugins, we have chosen to simply link to Facebook so that no personal data is automatically transmitted to Facebook when you visit our website. This technical solution also prevents us from automatically collecting any personal data from you. By linking to Facebook, we ensure that your personal data is only processed when you actively click the Facebook button. However, if you were already logged into your Facebook account when you accessed our website, Facebook will at least process information about which of our web pages you visited, at what time, and using which browser. We have no control over the type and scope of your personal data that Facebook processes.
We only collect personal data from you via Facebook if you become active on our Facebook fan page, for which we are jointly responsible with Facebook, and disclose your personal data. By providing data on our Facebook page, you give us your consent to process this data in accordance with Article 6(1)(a) GDPR.
For more information on how we handle your data, please see Facebook's privacy policy at: https://www.facebook.com/about/privacy [external page].
Information on how to manage or delete information about yourself can be found at https://www.facebook.com/privacy/explanation [external page].
We do not collect or process any data from your use of the service ourselves. However, if we share or reply to your comments, or create posts that link to your profile, we will also process the data you entered into the service, in particular your (user) name and the content published under your account, insofar as this data is included in our offering and made accessible to our fans.
Information pursuant to Article 26(2) GDPR: A relationship pursuant to Article 26(1) GDPR (joint controllership – see: Page Insights supplement regarding the controller ) [external page] exists between LEG Thüringen and the operator. Within this framework, the operator manages the entire IT infrastructure of the service, maintains its own data protection policy, has a separate user relationship with you (if you are a registered user of the service), and is jointly responsible with LEG Thüringen for the deletion of unlawful or inappropriate posts and content on the site. Furthermore, the operator is solely responsible for all matters concerning the data in your user profile, to which we as a company have no access.
In the case of information requests and the assertion of user rights, it is most effective to contact Facebook directly. Only Facebook has access to user data and can take appropriate action and provide information.
The data controller for the respective user information is Facebook Ireland. This company can be contacted either online [external page] or by mail at:
Facebook Ireland Ltd.
4 Grand Canal Square
Grand Canal Harbor
Dublin 2 IrelandThere is also the right to lodge a complaint with the leading supervisory authority responsible for Facebook Ireland, the Irish Data Protection Commission, or with a local supervisory authority.
If you wish to exercise your data subject rights regarding a specific data processing activity over which we have influence, please contact us. We will then review your request (e.g., request for information or objection) ourselves or, if necessary, forward it to the responsible operator, provided your request concerns data processing by the operator of the social media network.
LinkedIn
LinkedIn, like Xing, is a professional networking platform for maintaining existing business contacts and building new ones. The platform is operated by LinkedIn Corporation, 2029 Stierlin Court, Mountain View, CA 94043, USA. Instead of using plugins, we simply link to LinkedIn. Therefore, your personal data is not automatically transmitted to LinkedIn when you visit our website. LinkedIn only processes your personal data when you actively click the LinkedIn button. We have no control over the type and scope of your personal data processed by LinkedIn.
For more information on how your data is handled, please see LinkedIn's privacy policy at: https://www.linkedin.com/legal/privacy-policy?_l=de_DE [external page].
Data processing LinkedIn Lead Gen Forms
We – the State Development Corporation of Thuringia (LEG Thüringen) – use so-called Lead Gen Forms for acquiring new customers. Lead Gen Forms are advertisements on social networks that allow the integration of contact forms into sponsored content. Lead Gen Forms are particularly important for us in the B2B sector. We use LinkedIn's Lead Gen Forms service. We process your personal data if you have consented to this processing and your consent has been recorded; Art. 6 para. 1 sentence 1 lit. a GDPR. You can withdraw your consent at any time without giving reasons, with effect for the future.
LinkedIn uses forms for lead generation and may integrate features and content from the LinkedIn service. If you are a member of the LinkedIn platform, LinkedIn can associate your access to the aforementioned content and features with your LinkedIn user profile.
Further information on LinkedIn's privacy policy and Lead Gen Ads can be found here: https://www.linkedin.com/legal/privacy-policy?_l=de_DE [external page] or https://business.linkedin.com/de-de/marketing-solutions/native-advertising/lead-gen-ads [external page]. You can prevent this in the future by setting an opt-out cookie: https://www.linkedin.com/psettings/guest-controls/retargeting-opt-out [external page].Sharing
LinkedIn Marketing Solutions uses LinkedIn Lead Gen Forms to transmit personal data to us. Lead Gen Forms are pre-filled forms with LinkedIn profile data, allowing members to submit their publicly visible network information with just a few clicks. The inquiries generated through these forms are directly transferred to a lead management or CRM tool. Additionally, the data may be processed on LinkedIn servers outside the EU, including in the USA. The USA does not offer a level of data protection comparable to that of the EU, and the possibility of unauthorized access by government security agencies cannot be ruled out in individual cases. LinkedIn also uses cookies for data collection. You can enable or disable this and the associated data collection via the settings in your LinkedIn account or on the following websites:
www.linkedin.com/psettings/guest-controls [external site]
optout.aboutads.info [external site]
www.youronlinechoices.com/de/praferenzmanagement/ [external site]The deactivation is usually saved using a cookie. Therefore, it must be renewed if you delete your cookies. Furthermore, the deactivation must be performed separately for each browser. Further information on data protection within LinkedIn services can be found at: www.linkedin.com/legal/privacy-policy [external site].
Data storage and deletion
Your data will be stored for as long as necessary for the aforementioned purposes. The data will be deleted no later than the termination of the contractual relationship and after the expiry of the statutory retention periods under civil, commercial, and tax law.
YouTube
YouTube is the largest, best-known, and most popular video platform worldwide. The platform is operated by YouTube, LLC, 901 Cherry Ave., San Bruno, CA 94066, USA, a subsidiary of Google LLC.
For data protection reasons, we have chosen to simply link to this page instead of using YouTube plugins. Therefore, we do not process any of your personal data in this regard, and YouTube cannot automatically collect personal data from you when you visit our website, provided you are logged out of your YouTube account. This technical solution allows you to decide whether and when you transmit personal data to YouTube. Only when you actively click the YouTube button will your browser establish a connection to YouTube's servers and transmit your user data to YouTube. We have no control over the type and scope of your data that is processed by YouTube.Further information on how user data is handled can be found in YouTube's privacy policy at: www.google.de/intl/de/policies/privacy [external site].
Instagram
Instagram is a free online service that allows users to share photos and videos. Our website links to the Instagram website. The operator of the site is Instagram Inc., 1601 Willow Road, Menlo Park, CA, 94025, USA. We only link to the Instagram website; we do not integrate Instagram plugins. Therefore, your personal data is not automatically transmitted to Instagram when you visit our website. Instagram only processes your personal data when you actively click the Instagram button. However, if you are logged into your Instagram account when you access our website, Instagram will process your personal data. We have no control over the type and scope of your personal data that Instagram processes.

10. Rights of those affected
We hereby inform you that, in accordance with Articles 15 et seq. of the GDPR, you have the right to request information from us about the personal data concerning you, as well as the right to rectification, erasure, restriction of processing, and the right to object to processing, and the right to data portability, under the conditions defined therein. Furthermore, in accordance with Article 77 of the GDPR, you have the right to lodge a complaint with a data protection supervisory authority if you believe that the processing of your personal data infringes this Regulation. If the processing is based on Article 6(1)(a) or Article 9(2)(a) of the GDPR (consent), you also have the right to withdraw your consent at any time, without affecting the lawfulness of processing based on consent before its withdrawal.
Right of access, Art. 15 GDPR
You have the right to request information about whether and to what extent your personal data is processed (in particular the purpose of processing, recipients of the data, storage period, etc.).
Right to rectification, Art. 16 GDPR
You have the right to request the correction of your stored data if it is inaccurate or incomplete. This includes the right to have it completed by providing supplementary statements or information.
Right to erasure, Art. 17 GDPR
You have the right to request the deletion of your personal data. This is possible, for example, if the data is no longer necessary for the purposes for which it was collected or if the data must be deleted due to legal obligations. However, this right may be excluded in individual cases.
Right to restriction of processing, Art. 18 GDPR
You have the right to restrict the processing of your personal data. This is possible, for example, if your data is incorrectly recorded or the data processing is unlawful. In the event of a restriction of processing, the data may only be processed in very limited circumstances.
Right to data portability, Art. 20 GDPR
You have the right to request that the data concerning you be released to you or to a controller designated by you in a commonly used electronic, machine-readable data format, if you have provided this data yourself.
Right to object, Art. 21 GDPR
You have the right to object, on grounds relating to your particular situation, at any time to the processing of personal data concerning you, with effect for the future, insofar as the data processing is carried out to protect legitimate interests (see Art. 6 para. 1 lit. e), f) GDPR). In the event of your objection, it will be examined whether the legal requirements for the processing of your data are met and, if this is not the case, any further processing of your data will cease.
Right to lodge a complaint with a data protection supervisory authority, Art. 77 GDPR
You have the right to contact the competent supervisory authority of the Union or the Member States at any time regarding possible violations of data protection regulations.
